Private Certifier in Tweed Heads

A3 accredited certifiers for Tweed Shire — Construction Certificates and Complying Development Certificates issued in 2–4 weeks. Construction Certificates from $1,450.

What Does a Private Certifier Do in Tweed Heads?

A private certifier in Tweed Heads is an accredited building professional who can assess your plans and issue Construction Certificates, Complying Development Certificates and Occupation Certificates in place of Tweed Shire Council. Under the Environmental Planning and Assessment Act 1979 the property owner chooses who acts as Principal Certifier — council or a private certifier. A builder cannot make that appointment for you.

Tweed Shire Council does offer its own certification service, so in the Tweed you have a genuine choice. Most owners who come to us do so for turnaround and for having one named certifier from the first plan review to the Occupation Certificate.

East Coast Building Consultants have been certifying building work across the Northern Rivers since 2004. Our Byron Bay office is under an hour from Tweed Heads, Kingscliff and Murwillumbah, so inspections across the shire are straightforward to schedule — including outside standard office hours when a build cannot afford to wait.

We cover Tweed Heads, Tweed Heads South, Tweed Heads West, Banora Point, Terranora, Bilambil Heights, Fingal Head, Chinderah, Kingscliff, Casuarina, Cabarita Beach, Bogangar, Hastings Point, Pottsville, Murwillumbah, Tumbulgum, Uki, Burringbar and Tyalgum, along with the surrounding rural areas of the shire.

Building Near the Queensland Border?

If your property is on the New South Wales side of the border, NSW rules apply in full — even if your builder, designer or engineer is based on the Gold Coast. Queensland building approvals do not carry across the line. A home in Tweed Heads needs a NSW Construction Certificate or Complying Development Certificate, issued by a NSW-registered certifier or Tweed Shire Council.

The differences catch out Gold Coast trades regularly. The planning controls are the Tweed Local Environmental Plan 2014 and the Tweed Development Control Plan, not the Gold Coast City Plan. Complying development runs under the NSW State Environmental Planning Policy (Exempt and Complying Development Codes) 2008. Pools are certified under the NSW Swimming Pools Act 1992, so a Queensland pool safety certificate is not valid for a Tweed property you are selling or leasing — see our pool fence inspections page.

We are registered in NSW only, so we certify right up to the border but not across it. If your Gold Coast builder has not worked in the Tweed before, we are happy to walk them through what a NSW certifier will need to see.

What Do We Check Early on a Tweed Site?

Three site conditions shape more Tweed projects than any others. Raising them before plans are finalised is what keeps a Construction Certificate inside the 2–4 week window.

  • Flood planning levels. Much of the Tweed Valley and the coastal creeks is flood-liable land under Section A3 of the Tweed DCP. Tweed Shire Council adopted an interim flood planning levels policy in March 2026, drawing on the 2024 Tweed Valley flood study and the 2017 and 2022 floods, so required floor levels have changed in parts of the shire. Check the current level for your lot before your plans are drawn to a height.
  • Bushfire-prone land. Hinterland sites around Uki, Tyalgum and Burringbar are often mapped as bush fire prone. A Bushfire Attack Level (BAL) assessment is a prerequisite for complying development on that land, and the rating drives construction requirements.
  • Low-lying coastal land. Around Kingscliff, Chinderah and Tweed Heads South, soil conditions and acid sulfate soils mapping can affect excavation and footing design, which needs to be resolved in the engineering before work starts.

Which Certificates Can We Issue in Tweed Shire?

Construction Certificates (CCs) — required once Tweed Shire Council has approved your Development Application. The CC confirms your plans comply with the National Construction Code and relevant Australian Standards before work starts on site.

Complying Development Certificates (CDCs) — a single approval combining the planning and construction steps, available for straightforward residential projects that meet the applicable codes. For a qualifying project this is usually the faster and cheaper route. Flood-liable and bush fire prone land can limit whether complying development is available, so we check that first. Our guide to Complying Development Certificates in NSW explains how it works.

Occupation Certificates (OCs) — issued once the final inspection confirms the completed build matches the approved plans, authorising the building to be occupied.

Alongside certification we also provide dilapidation reports — frequently a condition of consent for excavation, demolition or work near a neighbouring boundary — and pool barrier inspections under the Swimming Pools Act 1992.

How Does the Certification Process Work?

Send Us Your Plans

Email your architectural plans, engineering drawings and specifications. We assess them against the National Construction Code, the relevant Australian Standards, the Tweed Local Environmental Plan 2014 and the Tweed Development Control Plan.

Typically needed: architectural plans, structural engineering, BASIX certificate, survey plan with levels, and any DA conditions.

Certificate Issued

Once your plans comply, we issue the Construction Certificate or CDC and you can start on site. Typical turnaround is 2–4 weeks from a complete submission.

Inspections Through the Build

We inspect at each mandatory critical stage — footings and slab, frame, wet area waterproofing, and the final inspection. Additional inspections may apply depending on your consent conditions, such as retaining walls, pools or stormwater.

Occupation Certificate

After the final inspection passes, we issue the Occupation Certificate so the building can be occupied or used.

Why Do Tweed Owners Choose a Private Certifier?

Faster Approvals

2–4 weeks from a complete submission. On a Tweed build, weeks of holding costs is real money.

NSW Rules, Border Knowledge

We work with the Tweed LEP and DCP alongside Byron, Ballina, Lismore, Richmond Valley, Kyogle and Clarence Valley, and we know where Gold Coast habits trip up a NSW approval.

Inspections That Fit Your Build

We schedule inspections outside standard hours where needed, so trades are not left waiting on the next available slot.

One Certifier Throughout

The same accredited certifier manages your project from Construction Certificate through to Occupation Certificate.

Private Certifier Tweed Heads — FAQs

Do I need a private certifier in Tweed Heads, or can I use the council?

You can use either. Tweed Shire Council offers its own certification service, and the choice is yours as the property owner — under the Environmental Planning and Assessment Act 1979 a builder cannot appoint the certifier for you. Owners usually choose a private certifier for turnaround, typically 2–4 weeks for a Construction Certificate from a complete submission, and for one named certifier through the whole build.

My builder is from the Gold Coast. Which rules apply to a build in Tweed Heads?

New South Wales rules, in full. If the property is south of the border, it needs a NSW Construction Certificate or Complying Development Certificate from a NSW-registered certifier or Tweed Shire Council, assessed against the Tweed Local Environmental Plan 2014 and the Tweed Development Control Plan. Queensland approvals and Queensland pool safety certificates do not apply.

How long does a Construction Certificate take in Tweed Shire?

Typically 2–4 weeks from a complete submission — architectural plans, structural engineering, a BASIX certificate, a survey plan with levels and any DA conditions from Tweed Shire Council. On flood-liable land, confirming the required floor level early is the single biggest time-saver, so we check it before the clock starts.

Does the Tweed's new flood policy affect my build?

It might. Tweed Shire Council adopted an interim flood planning levels policy in March 2026, based on the 2024 Tweed Valley flood study and the 2017 and 2022 floods, which changed required floor levels in parts of the shire. If your lot is flood-liable under Section A3 of the Tweed DCP, check the current level before your plans are finalised. We confirm it as part of the assessment.

Which Tweed Shire suburbs do you cover?

All of them — Tweed Heads, Tweed Heads South and West, Banora Point, Terranora, Bilambil Heights, Fingal Head, Chinderah, Kingscliff, Casuarina, Cabarita Beach, Bogangar, Hastings Point, Pottsville, Murwillumbah, Tumbulgum, Uki, Burringbar, Tyalgum and the surrounding rural areas. Our Byron Bay office is under an hour from most of the shire.

How much does a private certifier cost in Tweed Heads?

Construction Certificates start from $1,450, with the final fee depending on the scope and complexity of the project. That fee typically covers plan assessment, all mandatory critical-stage inspections and the Occupation Certificate. We quote upfront with no hidden fees — send us your plans and we will give you a fixed figure.
