Private Certifier in Ballina
A3 accredited certifiers for Ballina Shire — Construction Certificates and Complying Development Certificates issued in 2–4 weeks. Construction Certificates from $1,450.
What Does a Private Certifier Do in Ballina?
A private certifier in Ballina is an accredited building professional who can assess your plans and issue Construction Certificates, Complying Development Certificates and Occupation Certificates in place of Ballina Shire Council. Under the Environmental Planning and Assessment Act 1979 the property owner chooses who acts as Principal Certifier — council or a private certifier. A builder cannot make that appointment for you.
East Coast Building Consultants have been certifying building work across the Northern Rivers since 2004. We are A3 accredited certifiers, which means we are authorised to assess plans and issue certificates for residential building work throughout Ballina Shire — independently of Ballina Shire Council.
Our Byron Bay office is about 30 minutes from Ballina and our Lismore office about 35 minutes, so site inspections across the shire are straightforward to schedule — including outside standard office hours when a build cannot afford to wait.
We cover Ballina, East Ballina, West Ballina, Lennox Head, Alstonville, Wollongbar, Skennars Head, Cumbalum, Ballina Heights, Wardell, Tintenbar and Newrybar, along with the surrounding rural areas of the shire.

Which Certificates Can We Issue in Ballina?
Construction Certificates (CCs) — required once Ballina Shire Council has approved your Development Application. The CC confirms your plans comply with the National Construction Code and relevant Australian Standards before work starts on site.
Complying Development Certificates (CDCs) — a single approval combining the planning and construction steps, available for straightforward residential projects that meet the applicable planning controls. For a qualifying project this is usually the faster and cheaper route. We have written a fuller explainer on why you need a CDC in Ballina.
Occupation Certificates (OCs) — issued once the final inspection confirms the completed build matches the approved plans, authorising the building to be occupied.
Alongside certification we also provide dilapidation reports — frequently a condition of consent for excavation, demolition or work near a neighbouring boundary — and pool barrier inspections under the Swimming Pools Act 1992. If you have a pool in Ballina, our guide to pool fence inspections in Ballina covers what the inspection involves.
How Does the Certification Process Work?
Send Us Your Plans
Email your architectural plans, engineering drawings and specifications. We assess them against the National Construction Code, the relevant Australian Standards, and Ballina Shire Council’s Development Control Plan and Local Environmental Plan.
Typically needed: architectural plans, structural engineering, BASIX certificate, survey plan, and any DA conditions.
Certificate Issued
Once your plans comply, we issue the Construction Certificate or CDC and you can start on site. Typical turnaround is 2–4 weeks from a complete submission, against 6–12 weeks through the council pathway.
Inspections Through the Build
We inspect at each mandatory critical stage — footings and slab, frame, wet area waterproofing, and the final inspection. Additional inspections may apply depending on your consent conditions, such as retaining walls, pools or stormwater.
Occupation Certificate
After the final inspection passes, we issue the Occupation Certificate so the building can be occupied or used.
Why Do Ballina Owners Choose a Private Certifier?
Faster Approvals
2–4 weeks rather than 6–12. On a Ballina build, months of holding costs is real money.
Local Planning Knowledge
We work with Ballina Shire Council’s DCP and LEP constantly, alongside Byron, Tweed, Lismore, Richmond Valley, Kyogle and Clarence Valley.
Inspections That Fit Your Build
We schedule inspections outside standard hours where needed, so trades are not left waiting on the next available slot.
One Certifier Throughout
The same accredited certifier manages your project from Construction Certificate through to Occupation Certificate.

Private Certifier Ballina — FAQs
Do I need a private certifier in Ballina, or can I use the council?
You can use either. The choice is yours as the property owner — under the Environmental Planning and Assessment Act 1979 a builder cannot appoint the certifier for you. Most Ballina owners choose a private certifier for speed: typically 2–4 weeks for a Construction Certificate, against 6–12 weeks through council.
How long does a Construction Certificate take in Ballina Shire?
Typically 2–4 weeks from a complete submission — meaning architectural plans, structural engineering, a BASIX certificate, a survey plan and any DA conditions from Ballina Shire Council. Incomplete submissions are the single biggest cause of delay, so we review what you have and flag gaps before the clock starts.
Can I use a CDC instead of a DA in Ballina?
Often, yes. A Complying Development Certificate combines planning and construction approval into one step for straightforward residential work that meets the State Environmental Planning Policy controls and Ballina Shire's planning provisions. Going the CDC route can save between $2,600 and $15,000 and cut approval time from months to weeks. We assess whether your project qualifies before you commit either way.
Which Ballina Shire suburbs do you cover?
All of them — Ballina, East Ballina, West Ballina, Lennox Head, Alstonville, Wollongbar, Skennars Head, Cumbalum, Ballina Heights, Wardell, Tintenbar, Newrybar and the surrounding rural areas. Our Byron Bay office is roughly 30 minutes from Ballina and our Lismore office about 35 minutes, so site inspections rarely require long lead times.
How much does a private certifier cost in Ballina?
Construction Certificates start from $1,450, with the final fee depending on the scope and complexity of the project. That fee typically covers plan assessment, all mandatory critical-stage inspections and the Occupation Certificate. We quote upfront with no hidden fees — send us your plans and we will give you a fixed figure.
Do you also do dilapidation reports and pool fence inspections in Ballina?
Yes. We provide pre-construction dilapidation reports across Ballina Shire — commonly required as a condition of consent for excavation, demolition or works near a neighbouring boundary — and pool barrier inspections under the Swimming Pools Act 1992, which are required before a property with a pool can be sold or leased.
