What Is Private Certification?

A private certifier (also known as a Principal Certifying Authority or PCA) is an accredited building professional who can assess building plans and issue certificates on behalf of local council. Under Parts 4 and 4A of the Environmental Planning & Assessment Act 1979, private certifiers in NSW can issue:

Construction Certificates (CCs) — required after your Development Application (DA) has been approved by council. The CC confirms your building plans comply with the Building Code of Australia (BCA) and relevant Australian Standards before construction begins.

Complying Development Certificates (CDCs) — combines the planning approval and construction approval into a single, faster process. Available for straightforward residential projects that meet specific planning controls. Using a CDC instead of the DA route can save between $2,600 and $15,000 and reduce approval time from 6–12 weeks down to 2–4 weeks.

How the Private Certification Process Works

Step 1

Submit Your Building Plans

Send us your architectural plans, engineering drawings, and specifications. We’ll review them against the Building Code of Australia (BCA), relevant Australian Standards, and your council’s Development Control Plan (DCP) and Local Environmental Plan (LEP).

Documents needed: 
Architectural plans, structural engineering, BASIX certificate, survey plan, and any council DA conditions.

Step 2

Certificate Issued

Construction Certificate or CDC Issued

Once your plans comply, we issue the Construction Certificate (or CDC). This authorises construction to begin. Typical turnaround: 2–4 weeks from complete submission, compared to 6–12 weeks through council.

Step 3

Critical-Stage Inspections

Inspections at Every Critical Stage

Your accredited certifier inspects at mandatory stages during construction:

1. Footings & slab — excavation depths, reinforcement, drainage

2. Frame stage — structural framing, tie-downs, bracing vs. engineering plans

3. Wet area waterproofing — bathrooms, laundries, showers sealed correctly

4. Final inspection — comprehensive check of the completed build

Additional inspections may be required depending on your development conditions (e.g. retaining walls, swimming pools, stormwater).

Step 4

Occupation Certificate

Occupation Certificate Issued

After the final inspection passes, we issue the Occupation Certificate (OC). This authorises the building to be occupied or used. The entire process — from CC to OC — typically takes 6–18 months depending on the scale of the build.
